Chupinit Kesmanee, Chair

Chupinit Kesmanee is an academic and activist with more than four decades of experience, in particular, on education and the rights of the ethnic minorities. He has been a member of the Sub-Committee on the Rights of Ethnic Minority Peoples, National Human Rights Commission since 2007. He is also the current Chairperson of the Asia Indigenous Peoples Pact Foundation. He is a former Senior Lecturer in the Faculty of Education, Srinakharinwirot University Bangkok.

Mr Kesmanee holds a M.A. in Geography from Victoria University of Wellington, New Zealand.

Mr Kesmanee was elected as the Chair of ActionAid Thailand Board in 2015. He has been in the Board since 2011.
Chamnan Wattanasiri, Vice-Chair

Chamnan Wattanasiri, PhD, is a former government official in the Community Development Department, Ministry of Interior of the Royal Thai Government. He has 25 years of broad experience and knowledge in participatory community empowerment, both from national and international realms. Upon leaving the government service Dr Wattanasiri has been active in various hands-on people-centred development activities in his hometown – Kamphaeng Phet province. He is currently working as a key coordinator of civil society networks to enhance people participation in public spaces.

Dr Wattanasiri has a PhD in International/Intercultural Education from University of Alberta, Canada and a Masters in Community Development from University of Missouri-Columbia, USA.

Dr Wattansiri was elected as the Vice Chair of the Board in 2015.
Vachararutai (Jan) Boontinand, Secretary

Vachararutai (Jan) Boontinand, PhD, is an academic and development practitioner with more than 20 years’ experience and expertise in democratic citizenship education, critical theory and pedagogy, gender and women’s rights, and labour migration and trafficking. She is currently a Lecturer at the Institute of Human Rights and Peace Studies, Mahidol University. Besides her academic experience, she has also worked in various international NGOs, including as the Country Manager of ActionAid Thailand in 2006-2008.  She has also authored many publications, in particular, on issues of trafficking in women in South-East Asia.

Dr Boontinand has a PhD in Human Rights and Peace Studies from Mahidol University, and Masters in South-East Asian Studies from the University of Hull, UK.

Dr Boontinand was elected as the Secretary of the Board in 2012.
Chirawan Khumvilai, Treasurer

Chirawan Khumvilai is a senior finance professional with more than 15 years’ knowledge and experience in accounting, financial analysis and management, and administration.  She brings a very good understanding of financial policies and procedures in ActionAid, having worked in the Finance Directorate of ActionAid International in various capacities for nearly a decade.

Ms Khumvilai holds a Masters in Professional Accounting from James Cook University, Australia.

Ms Khumvilai was elected as a Board Member and Treasurer of ActionAid Thailand in 2016.
Phanit Laosirirat, Board Member

Phanit Laosirirat, PhD, is an expert on information technology and business and productivity improvement with more than 30 years’ experience in the public and private sectors. He is currently the Executive Director of Thailand Productivity Institute, one of the leading national productivity organisations in Asia. He has also been appointed as the Advisor to the Minister in the Ministry of Science and Technology.

Dr Laosirirat holds a Doctorate degree from University of North Texas, USA with specialisations in public administration, international relations and comparative politics. 

Dr Laosirirat has been a member of the ActionAid Thailand Board since 2015.

Prasert Trakansuphakon, Board Member

Prasert Trakansuphakon, PhD, has been actively working on the rights and development of ethnic groups in Thailand for more than 40 years. He is currently the Director of Pgaz K’Nyau Association for Sustainable Development. Himself coming from the Karen ethnic group, over the last four decades Dr Trakansuphakon has been part of many networks and professional societies working for the development of hill tribes in Thailand. He is the current Chair of Inter Mountain People Education and Culture in Thailand Association. He has also published many papers on various socio, cultural and ecological issues related to ethnic minorities in Thailand. 

Dr Trakansuphakon has a PhD in Social Sciences and Masters on Non-Formal Education from Chiang Mai University.

Dr Trakansuphakon has been a member of the ActionAid Thailand Board since 2013.
Ms Nichapa Yoswee, Board Member

Nichapa Yoswee is a high level strategist and policy thought-leader with more than 30 years’ experience as top executive in meetings and business events industry. In her current capacity as the Director of Thailand Convention and Exhibition Bureau (TCEB), she has developed and enforced the National Strategic Development Policy and Framework for Meetings, Incentives, Conferencing and Exhibitions (MICE) Industry of Thailand and the Sustainability Master Plan to drive Thailand to be Asia’s preferred MICE sustainable destination.

Ms Yoswee was appointed by the Ministry of Education to be the President of Vocational Manpower Development Sub Committee for MICE business and also represents Thailand in various global MICE associations and federations. Currently she is the Chair Lady of ASEAN MICE Venue Standard Task Force and active member in the Sustainable Development and Education Committee of the Global Association of Exhibition Industry (UFI). She is a well-known speaker in international forum on sustainable development and MICE related sectors as well as an active driver in Thailand’s numerous public services and CSR campaigns.

Ms Yoswee joined the ActionAid Thailand Board in 2015.
